Stay away from jet chips, they are usually just a mild tune for stock parts, best bet is to find someone who has burned chips for tbi, all you need to do is tell them what you have in the engine and usually they can give you a chip with a good tune with what you need on it. aluminum corvette heads from the late 80's to early 90s that go on a 350 are a good choice for a bit of extra power over tbi heads, but not as much as vortec heads, but they wont break the bank and they don't need a different intake setup. tbi heads have horrible airflow, alot of people suggest switching to vortec heads as a cheap option for power, but that requires a new intake that is compatible, i don't see how that is cheaper. The biggest killer to flow in the tbi though would be the heads. Biggest problem with TBI performance is getting the engine to breath, headers and a better intake is a good start, they make adapter plates for the edelbrock intakes so you can put your tbi back on it, I have been told that the TBI unit will also need to be bored out a bit more to improve the airflow.
